the rung, not a checkmark
Every capability sits somewhere on declared → implemented → wired → exercised → proven → durable. Nothing climbs a rung without evidence behind it, and the database refuses the ones that try.
blind is not broken
When a source cannot be read, Teemesh says so and names the reason. An instrument going dark never becomes a verdict about your product — that confusion is the whole thing this refuses.

Every verdict opens onto the observations that produced it: the source, the scope, the timestamp, and whether the link to that capability was declared by you or guessed by us.
